Ethiopia is a major U.S. ally in Africa. The government in Addis Ababa has long cooperated with Washington on security and counterterrorism while benefiting generously from U.S. aid. In 2016, the U.S. pledged $809 million to Ethiopia, behind only war-torn South Sudan and Kenya, another Western ally, in sub-Saharan Africa.

At the end of June, the Ethiopian Council of Ministers revealed a bill that seeks to address questions of social services, language, education and culture involving the country’s capital, Addis Ababa, and Oromia, Ethiopia’s largest region within which Addis Ababa is located.

The government and its supporters say the law is needed to redress the historical injustices that the people of Oromia suffered since the establishment of Addis Ababa. Critics see the law as a tactic to disenfranchise the residents of Addis Ababa. Some go further in their allegation that the law is intended to worsen the already sensitive ethnic relations in Ethiopia.

Human rights & the election of the next WHO director-general: Public accountability now

I believe that human rights, and the right to health in particular, should be a top priority of and guiding principle for the next WHO Director-General, whom the world’s health ministers will choose at the World Health Assembly in May. Human rights, after all, encompass the values needed to achieve health for all and health justice, such as equity, non-discrimination, universality, participation, and accountability. They are legally binding precepts. Above all, they embrace human dignity, and the utmost respect for all people in health systems and health-related decisions. They embody the notion of people-centered health services.

ሪፖርተር፡- ሰሞኑን የፌዴራል ጠቅላይ ዓቃቤ ሕግን ለማቋቋም ረቂቅ ሕግ ለፓርላማ ቀርቦ በውይይት ላይ ይገኛል፡፡ የረቂቁ መግቢያ የዓቃቤ ሕግ ሥልጣን በመበታተኑ የሕግ የበላይነትን በማስከበር ረገድ እክል እንደገጠመ ይገልጻል፡፡ የዓቃቤ ሕግን ሙያ በአንድ ነፃ የሆነ ተቋም ሥር እንዲመራ ማድረግ ቀደም ባሉት የኢትዮጵያ መንግሥታት ተግባራዊ ከመደረጉ አንፃር ያለዎትን ግምገማና ፋይዳውን ቢያስረዱን?

አቶ ዮሐንስ፡- በኢትዮጵያ ስለ ዓቃቢያነ ሕግ ሥራና ስለ ዓቃቤ ሕግ ተቋም አደረጃጀት ለመጀመሪያ ጊዜ በሕግ የተደነገገው በ1934 ዓ.ም. ነው፡፡ ይህ ሕግ ምናልባትም ለመጀመሪያ ጊዜ ዘመናዊ የዓቃቤ ሕግ መሥሪያ ቤት መቋቋሙን የሚያበስር ነው፡፡ በ1938 ዓ.ም. ናታን ማረን የሚባሉ እስራኤላዊ አይሁድ የመጀመሪያው ጠቅላይ ዓቃቤ ሕግ ነበሩ፡፡ እኚህ ግለሰብ በእስራኤል የሚገኙ የኢትዮጵያ ገዳማትንና የተለያዩ ሕንፃዎች በተመለከተ፣ ጣሊያን ኢትዮጵያን ከወረረ በኋላ እነዚህን ገዳማትና ሕንፃዎች የእኔ ናቸው በማለቱ ከፍተኛ የሆኑ የፍርድ ቤት ሙግቶችን በመቃወም፣ የኢትዮጵያ መንግሥት ለጠበቃነት ክፍያ ሳይከፈላቸው የቆሙ ናቸው፡፡ እኚህ ሰው የኢትዮጵያን ጥቅምና ሀብት፣ እንዲሁም በእስራኤል የሚገኙ ኢትዮጵያውያንን መብት በማስከበር ጉልህ ተሳትፎ ያደርጉ የነበሩ የሕግ ባለሙያ ነበሩ፡፡ ናታን ማረን ከ1938 ዓ.ም. ጀምሮ እስከ 1954 ዓ.ም. ድረስ በዋና ጠቅላይ ዓቃቤ ሕግነት ከኢትዮጵያውያን ምክትል ዓቃቤያነ ሕጎች ጋር በመሆን የጠቅላይ ዓቃቤ ሕግ አሠራር፣ ልማዶች፣ የተለያዩ የአሠራር ፎርሞችንና አወሳሰኖችን በመቅረፅ መሠረት የጣሉ እንደሆነ በታሪክ መዛግብት ላይ ሰፍሯል፡፡

    ይህ የፍትህ ሚኒስቴር መኖር ወይንም በጠቅላይ ዓቃቤ ሕግ የመተካት ጉዳይ፡ እስከዚህ ድረስ ውስብስብና አወዛጋቢ ሊሆን ባለተገባ ነበር – በተለይም በዓለማችን ውስጥ የብዙ ሃገሮች ልምድ ሊያስተምረን የሚችላቸው በርካታ ትምህርቶች ሊገኙ ስለሚችሉ!

    ስለሆነም ከፍሬ ነገሩ ይልቅ፡ ማለትም ለኅብረተሰቡ ሊሠጥ ከሚገባው ፍትህ አንጻር ሣይሆን ትኩረቱ ገላዊ ጉዳዮች ላይ በመሆኑ፡ ውጤቱ ፍሬያማ ይሆናል የሚል ተስፋ አልሰጠንም። እንዲያውም ሕወሃት መቶ በመቶ በሚቆጣጠረው ፓርላማ ውስጥ ይህንን ውይይት አካሄደ መባሉ የሚያስገኘውን በጎነት ተቋዳሽ እንዳያደርገው እንሠጋለን። ስለተሰብሳቢዎቹ ብዙ ባናውቅም፣ ሕወሃት እንዲህ ያሉ ስብሰባዎች ላይ እንዲገኙ ግብዣ የሚሠጣቸው የሚተማመንባቸውን ‘የራሱን ሰዎች’ መሆኑም መዘንጋት የለበትም!
