As massive protests swept across Ethiopia last year, the dire human rights situation in the country made headlines around the world. The Financial Times described it as Ethiopia’s “Tiananmen Square moment,” and then-US Assistant Secretary for Democracy, Human Rights, and Labor, Tom Malinowski called the government’s crackdowns on dissent “self-defeating tactics.”

Data show Ethiopia as one of the five top national deteriorations in global & regional peace terms

A welcome development is the fact that this year’s biggest fallers deteriorated to a lesser extent than the worst performers in the last edition of the GPI; indeed this year’s top faller, Ethiopia, had a score change less than half of that of last year’s top faller, Yemen. The five worst-performing countries are all in the sub-Saharan Africa and the Middle East and North Africa regions.

Ethiopia’s score has suffered as a result of violent protests that led to a state of emergency giving the government significant powers to crack down on dissidents.

UN Human Rights Chief blocked access to protest areas in Ethiopia

ADDIS ABABA, Ethiopia (AP) — Ethiopian officials have blocked United Nations access to areas that experienced deadly protests during one of the country’s most violent periods in recent memory, the U.N. human rights chief said Thursday.

Zeid Ra’ad al-Hussein spoke during a three-day visit to the East African nation at the government’s invitation. Ethiopian Prime Minister Hailemariam Desalegn has rejected United Nations and other outside requests to investigate the months of anti-government protests demanding more political freedoms.

If peace is not the mere absence of war, for a long time now Ethiopians have neither peace nor security to enjoy. The artificial and forced division between peace & security on one hand and rights and freedoms on the other further characterizes the profound deprivation Ethiopians have been relegated to.

Six days ago, Prime Minister Hailemariam Desalegn unequivocally confirmed to the international community on Thursday November 17, 2016 through their representatives in Addis Abeba – resident diplomats – that peace and security have been restored throughout Ethiopia.

የአዘጋጁ ትዕዝብት

    ሕጉ እንደ ደራሲዎቹ ሁሉ ፈላጭ ቆራጭ መሆኑ አያነጋግርም። በዚህ ትዕዝብታችን ትኩረታችን ግን በየዕለቱ ችግር ሲሰጠን ስለኖረው ስለየሆሄያት ወረራ ላይ ነው አስተያየታችን ያረፈው።

    ሥልጣኑን ለመጠበቅ የቋመጠ መንግሥት፣ የሕዝቡንም ሥልጣኔና ባሕላዊ ዕድገት ተገቢውን ትኩረት ሊሠጠው በተገባ ነበር። እዚህ አዋጅ ውስጥ የሕግ ባለሙያዎቹን አሰባስቦ በአማርኛ ጽሁፍ ላይ የአጥቂነት የሆሄያት ጭፈጨፋ ፈጽሟል።

    ወጣቱ ትውልድ የቀረበለትን ተቀብሎ በስህተተኛ መንገድ እየተመራ ነው። የአማርኛ ጽሁፍ የራሱ ባሕርያት አሉት። እኛ በልጅነታችን እየተቆነጠጥንም እንድናስተውለው ስለተደረግን ተምረነዋል። ወጣቱ ትውልድ ግን በአብዛኛው አማርኛውን የሚጽፈው ፊቱና አጠገቡ ባለው በትግሪኛ ሆሄያት ከሆነ ስንብቷል። በትግሪኛ ተናጋሪዎች በኩል እነአብርሃ ደስታ ሁሉ ተሳታፊ የሆኑበት የ ‘ቀ’ አማርኛ ተናጋሪዎች የሚጽፉትና ትግሪኛ ተናጋሪዎች ደግሞ የለም መቐለ ሲሉ የተከራከሩበትን እናስታውሳለን! ትክክል ናቸው በተለይም ስሞች እንደስምነታቸው መጻፍና መንገር አለባቸው – ይኸኛው የቋንቋ ስሙ እንጂ የየትም ስሙ ባለመሆኑ!

    ሊታሰብበት የሚገባ ችግር ነው፣ ዛሬ ከአስቸኳይ ጊዜ አዋጅ ጋር ተያይዞ መነሳቱ ጽሑፉን ለማንበብ ያጋጠምን ችግር በርትቶብን ቢሆንም።

    ሆሄያት እንደ ሥዕል ይታያሉ፤ የአንባቢያንም ምቾት ያስፋፋሉ። ይህ ባይሆን ኖሮ አረብኛውንም ሆነ ሳንክሪስቱን በዘፈቀደ በየቀኑ በሰገሰግንበት ነበር!

    አሁን የመጣው ለውጥ ከትግርኛ የተወረሰ ነው። ለምን ትግራኛ የራሱን ሲጠብቅ አማርኛ ተናጋሪዎች – ብለውም ኢትዮጵያውያን – የራሳቸውን ያጠፋሉ፤ ለዚያውም ግዳጁ ሳይጀመር?

    መሆን ስላለባቸው ጥቂት ምሣሌዎች ለመጥቀስ ያህል፣ ‘ሕግ’፣ ‘ሕዝብ’፣ ‘ብሔራዊ’ና ‘ትምሕርት’ ወዘተ የሚጻፉት በሐመሩ ‘ሐ’ ነው።

    መንግሥት፣ ሥነ ሥርዓት የሚጻፋት እዚህ እንደተመለከተው ነው።

    ‘ና’የሚለው ተቀጽላ ማገናኛ ቢሆንም፣ አሁን አሁን እንደ ትግሪኛ ሁሉ ‘እና’ እየተባለ ይጻፋል። ይህም ስህተት ነው።’እና’ ራሱን ችሎ ሊገባ የሚያስገድድ ሁኔታም አለ – የውጭ ስሞች ወይንም ምህጻረ ቃላት ስንጠቀም ነው።

    መሬቱን ለመጠበቅ ሕዝብ፡ ቁርጠኛ ትግል የሚያካሄድ አዕምሮአዊ ሃብቱንም መንከባከብና ማዳበር የራሱ ብሔራዊ ግዴታ ነው።

    ለዛሬው የሕወሃት አሰተዳደርና የሕግ ባለሙያዎቹ የሠጡንን ራስ ምታት ለዘለቄታው ለመፈወስ አመለካከታችንን እዚህ ላይ እንገታለን።
